AB100-engrossed,66,3 16.23 Literacy improvement. (1) The department shall solicit competitive sealed proposals from organizations having the capability to provide free books to educational and social service organizations for the purpose of promoting literacy. The department shall contract with the organization submitting the most advantageous competitive sealed proposal for the purpose of providing free books to educational and social service organizations in this state.

AB100-engrossed,66,6 (2) The department shall, in cooperation with the governor, seek additional resources from foundations and private donors to support the department's function under sub. (1).

AB100-engrossed, s. 101 Section 101. 16.24 (1) (b) of the statutes is amended to read:

The secretary shall transfer from the tuition trust fund to the general fund an amount equal to the amount encumbered from the appropriation under s. 20.505 (9) (a) in the 1996-97 fiscal year when the secretary determines that funds in the tuition trust fund are sufficient to make the transfer. The secretary may make the transfer in instalments.

AB100-engrossed,66,20 16.25 Historical grant program. (1) In this section, "eligible applicant" means the historical society or the Wisconsin sesquicentennial commission.

If the cochairpersons of the committee do not notify the department that the committee has scheduled a meeting for the purpose of reviewing the proposed grant award within 14 working days after the date of the department's notification, the grant may be awarded by the department. If, within 14 working days after the date of the department's notification, the cochairpersons of the committee notify the department that the committee has scheduled a meeting for the purpose of reviewing the proposed grant award, the grant may be awarded under this subsection only upon approval of the committee.

III of ch. 18 and, subject to sub. subs. (2) and (3), may submit the request to the building commission.

AB100-engrossed,72,8 (d) The department shall annually check to assure that no individual violates this subsection. The department shall order any individual whom it finds to be in violation of this subsection to forfeit that portion of the economic gain that the individual realized in violation of this subsection.

AB100-engrossed,72,11 (e) The attorney general, when requested by the department, shall institute proceedings to recover any forfeiture incurred under this subsection which is not paid by the individual against whom it is assessed.

AB100-engrossed,72,14 (f) This subsection does not apply to an individual other than an elective state official who has a full-time appointment for less than 12 months, during any period of time that is not included in the appointment.
